Is MDM Lock Different from iCloud Lock?
MDM Lock and iCloud Lock are two different things. While iCloud Lock requires an iCloud login to unlock a device, MDM Lock requires MDM company keys for unlocking. If you do not have the necessary MDM company keys to unlock the MDM Lock and skip the setup process, you may need to use an MDM Bypass tool to remove the MDM Lock and make your device functional for use again.
